Creative Europe in 2027 - paving the way for AgoraEU
2027 will be the last year of implementation of the current Creative Europe programme. A budget of €402 million will ensure continuity while addressing emerging challenges and paving the way towards its successor, AgoraEU.
Safeguarding cultural diversity and strengthening the competitiveness of the cultural and creative sectors remain general objectives for Creative Europe. The programme will contribute to green and digital transitions, and the strengthening of social and economic resilience.
Creative Europe 2027 Priorities
Creative Europe will keep on contributing to the EU’s overarching priorities to support:
- Greening efforts
- Digital transition of the cultural and creative sectors
- Inclusion and gender equality practices
- The role of culture in the EU international relations.
Culture Strand 2027
Key funding opportunities and initiatives under the Culture strand in 2027 include:
- European cooperation projects: The call for European cooperation projects, with a budget of €61 million, will be published in the first quarter of 2027 for small, medium and large-scale projects.
- Circulation of European Literary Works will be published in autumn 2026.
- New actions in 2027: In addition, a number of new actions will be implemented in 2027 including:
- An action focusing on the support to enlargement and EU neighbourhood countries associated with Creative Europe.
- A new Music Moves Europe call focusing on technological innovations, including the design and uptake of digital and AI tools/solutions by the music sector.
- A new EU prize for the performing arts, a flagship action of the Culture Compass for Europe, to celebrate artistic excellence and strengthen professional networking in this field
- An action in cooperation with the World Health Organisation to develop EU guidelines on culture, health and well-being for policy makers and stakeholders, as announced in the Culture Compass.
- The Culture strand will also support other priorities emerging from the Culture Compass especially data collection and analysis regarding the cultural and creative sectors.
- Support to already-existing EU cultural prizes, networks, platforms, Pan-European cultural entities and to Creative Europe’s mobility scheme Culture Moves Europe will continue.
MEDIA Strand 2027
In 2027, key objectives of the strand include:
- Cross-border development and production of European audiovisual works: Support will continue for collaborative creation and production through calls such as co-development, slate, mini-slate, tv and online, videogames and immersive content.
- Strengthen industry capacity, distribution, and business models: This includes support for the competitiveness and sustainability of the sector through: European film distribution, sales agents, innovative tools and business models, talent and skills.
- Expand visibility, accessibility and audience diversification: Support will be provided through calls such as European Cinemas, European Festivals and Films on the move, and through European prizes.
- The strand will also continue to broaden participation among Member States and encourage collaboration between countries with different audiovisual capacities. It will also continue blending resources through MEDIAinvest in cooperation with InvestEU.
- Two new measures for 2027:
- Support for the distribution of films in Estonia, Latvia, Lithuania and Ukraine, to discourage distribution of films in these countries by distributors from Russia, in response to Russia’s war of aggression on Ukraine.
- Measures to foster collaborations for audiovisual co-productions between European and Korean industry representatives, following the renewal of the audiovisual co-productions clause under the Protocol on cultural cooperation between the EU and Korea.
- All MEDIA actions reflect recent evidence and policy analysis, notably: the mid-term evaluation of Creative Europe, which confirmed the continued relevance of cross-border support; and the 2025 European Media Industry Outlook, which underlined the growing importance of online audience consumption.
CROSS Sector Strand 2027
- The cross-sectoral strand will continue to support cross-sectoral, transnational policy cooperation. Support will be aligned with the European Democracy Shield.
- It will encourage innovation across sectors, notably involving content creation, access, distribution and promotion across culture and creative sectors and with other sectors through a new edition of the Creative Innovation labs.
- In response to ongoing structural and technological pressures affecting the news media sector, funding will cover Journalism Partnerships, The Media Freedom Rapid response mechanism, media literacy and the Media Pluralism Monitor.
- Support will also continue for Programme Desks in participating countries, to ensure the transition to the next EU budget period.
